hi all

I want to create a language teaching game and I have 0 experience in this field but I played a lot of games.

now I want you guys to tell me briefly what things I should go for and give me links you think is essential.

you can start with Unity, it can create 2D and 3D games. Lot of tutorials on the internet and it is free for personal use. you need to have knowledge in C# or Js

For 2D games you could try GameMaker (YoYo Games) now named GameMaker Studio.
Easiest way is by GameMaker else game making would take a lot of time, trough size of generated exes is a bit big.
