Is it against the rules to pay someone to teach certain things on this site?

It depends on what you expect to be taught. If its to remove protection from commercial applications then you will be banned. Keep it legal and legitimate and you should be good... but what do you want to pay for?

I wanted to learn about packet editing with things like wpe, like to really understand it. Don't worry no commercial app hacking or illegal intentions. Just seeking the knowledge that many already have. I just know people that can do amazing things and I feel really inadequate when it comes to a lot of computer related things and I'm trying to take my first steps to become educated.

That is true. I think i'll just start with learning Assembly and following the reverse engineering tutorial on this site.
