Not sure what packer is this.. probably RLxxx as im no unpacker, ill comment the rest of it.

As i see in few minutes, algo is simple ROLing and XORing - after good key has been entered it will be encripted and stored in registry.

You can look at interesting codes just after returning from kernel32.GetCommandLineA for example.

Pass is simply fishable.

I liked it, to bad i dont have time to code anything - but nice crackme anthrox!
