Well it doesn`t strike me as rocket science to determine what the problem is. In fact the clue is in the error you posted ... you ahve exceeded your download quota.

I believe the limit is now 20 doanloads per user per day, simply wait for a new day to roll around and perhaps don`t go so heavy on the leeching next time? It does state the limit every time you start a download so you are made aware ...
