One of the reasons why this came in to affect is because governments outside of the US have introduced their own laws to force tech companies to setup data centres in their locality. They don't trust US companies/government and naturally want to secure their own networks and infrastructure. When they have requested data from US servers, of their own people, it has been a long and drawn out process. US tech companies see this act as helping them because they believe, if it is easier for foreign governments to request and obtain data, they will be less inclined to mandate having local data centres. This leads to less cost for the US companies setting these up and managing the infrastructure. Obviously the US government sees it from another perspective!
