Determine binary file encryption/compression

I have a binary file that is about 6 megs, and I am trying to figure out what kind of compression/encryption the file is using. When I open the file in a hex editor all I get is scrambled characters. I have no way of knowing if the file is encrypted or if the file is compressed. The "file" command is Linux just says data, The file is a FW image for a router. If anyone has any ideas on determining encryption/compression let me know.
